Role Description
We are seeking an experienced Technical Business Analyst to join our China COO Office based in Shanghai. The ideal candidate must possess strong business knowledge, analytical skills, and project management. The candidate must be familiar with the regulatory landscape in China and the risks associated with regulatory reporting from the perspective of technology deployments, including outsourcing and third-party risks.
The main responsibilities of the Technical Business Analyst are for the end-to-end delivery, including Requirement Management, Design, Testing, and Implementation, to ensure the local regulatory project implementation is in accordance with the regulatory requirements and timeline. Collate, analyse, and document user requirements and ensure appropriate recommendations and solutions are agreed with all stakeholders that will positively affect operational effectiveness. Besides, the Business Analyst will also be coordinating projects with Global and Regional stakeholders for China COO office to ensure timely execution and implementation of projects.
Key Responsibilities
Typical duties include:
Project Management
- Track and provide regular update of project status to key stakeholders
- Organize project steering committee and project meetings
- Work with stakeholders, e.g., Compliance, Operations, Client Management and Business to collect the requirements
- Highlight and promptly report any project issues or risks
- Discuss and coordinate with technical infrastructure team on system setup and on various technical requirements
- Understand and apply Group standard methodology and IT procedures as appropriate
Business Analysis
- Provide business and functional analysis for regulatory projects
- Able to perform in-depth analysis of business data with relevant stakeholders
- To act as the bridge between stakeholders and vendors to translate the business and regulatory needs into user requirements understood by the developers
- To identify and map requirements between our internal systems and external parties i.e., Regulator
- To collaborate with vendor to analyse the user requirements and ensure deliverables fulfil user requirements
- To define UAT cases and coordinate the testing. Ensure defects are tracked, followed up and closed timely. Establish and maintain close communication with Business and Operations to support day-to-day operation
- Provide user training and draft Standard Operations Procedures documentation
- To plan and support for users' participation during Implementation for Penny Testing
- Works independently to resolve issues and identify solutions on a timely manner
- Contribute to maintain consistency (technical / functional) in system architecture aligned with Group strategy, policy, and guidelines
Job Requirements
- Minimum 6 years' experience in business analysis and project management
- Experience in managing IT projects with local and regional teams, as well as vendors
- Experience in China regulatory projects related to CBIRC, PBOC and SAFE will be an added advantage
- Strong understanding of China regulatory requirements on banking and reporting, e.g., EAST, AML, BOP etc.
- Sound project management skill and technical knowledge on banking systems
- Good technical knowledge on technical architecture setup and technical components, e.g., SQL, Oracle database, Unix and MQ
- Proactive and able to work independently
- Strong analytical skills, result-oriented with excellent problem-solving skills and attention to details
- Strong verbal and written communication and presentation skills in both Chinese and English
